The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to perform production, sustainment, modification and engineering support for the Miniaturized Airborne Global Positioning System Receiver 2000 (MAGR 2K) on various Navy and Air Force Platforms. There are seven (7) National Stock Numbers (NSNs) involved in this market research: NSN 5826-01-463-0993, 5826-01-463-2309, 5826-01-490-3309, 5826-01-521-3421, 5826-01-567-6367, 5975-01-386-6836, and 5975-01-387-6762.
The Government owns the MAGR 2K “Production Build” mount drawing/specifications.
The Government does not own the MAGR 2K “Production Build” production unit drawing/specifications and has no Research & Development dollars available for this contract.  
Knowledge, generation, and storage of classified information and/or Controlled Unclassified Information (CUI) are required for performance of the contract/order.

Contractor personnel will be required to have a minimum of a (Confidential, Secret) security clearance.

Contractors interested shall furnish all material, support equipment, tools, test equipment, and services. The contractor is responsible for providing, maintaining, and calibrating all support equipment required at their facility or a subcontractor’s facility. Contractor furnished material or parts used for replacement shall equal or exceed the quality of the original material or parts. Raytheon Company is currently identified as the sole source manufacturer of MAGR 2K.

Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards. The Government will not reimburse participants for any expenses associated with their participation in this survey.

    (a)  The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

INSTRUCTIONS:

1.  This RFI contains a description below of the MAGR 2K/2K-Mrequirements and a Contractor Capability Survey is attached, which allows you to provide your company’s capability. Attached for review is the Performance-based Work Statement for this requirement.

2.  If, after reviewing these documents, you desire to participate in the market research, you should provide documentation that supports your company’s capability in meeting these requirements. Failure to provide documentation may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.)

     a.  Identify any areas of work that your organization believes should be broken out exclusively for Small Business.

3.  Both large and small businesses are encouraged to participate in this Market Research. Joint ventures or teaming arrangements are encouraged.

PURPOSE/DESCRIPTION

The Government is conducting market research to identify potential sources that possess the expertise, capabilities, and experience to meet qualification requirements for the MAGR 2K/2K-M production and repair units listed below:

The Government intends to award a five-year, Indefinite Delivery Contract (IDC), Requirements type per FAR 16.503 for production, sustainment, modification, and engineering services of the MAGR 2K receiver and mount. Raytheon Company is currently the sole-source manufacturer of MAGR 2K. Raytheon Company maintains the data rights to the MAGR 2K/2K-M receivers. The Government does not own or possess the data associated with the MAGR 2K/2K-M receivers.

Raytheon’s MAGR 2K was a follow-on procurement to Rockwell-Collins’ MAGR. The MAGR 2K was procured as a Non-Developmental Item Line Replaceable Unit to provide enhanced positioning accuracy and feedback on the quality of the position accuracy while being backward-compatible in form, fit, function and interfaces to its MAGR predecessor. The MAGR 2K is a receiver of highly modular design. All functional elements have connectors that permit easy removal and replacement during maintenance operations. The MAGR 2K software provides functional backward compatibility by converting the standard GRAM data interfaces into MAGR 2K data interfaces. In addition, it performs the area navigation function and provides the basic control functions.

Any change in receiver specifications could result in a loss of interoperability with existing platform integrations and generate substantial costs (integration, training, spares, sustainment, etc.) associated with fielding multiple receivers. Finally, the Government needs uninterrupted MAGR 2K support starting at contract award. The period of performance for the new contract is estimated to be from 28 September 2023 to 27 September 2028.

The requirements for the anticipated contract include production, repair, modification, and engineering services activities to support all variants of the MAGR 2K mounts and receivers, including those components currently fielded, in production, as well as components currently undergoing development for the Government. Specifically, the contract will provide for: 1) hardware procurement of MAGR 2Ks and M-Coded MAGR 2Ks, otherwise known as MAGR 2K-M; 2) hardware procurement of MAGR 2K isolated and unisolated mounts; 3) repairs of MAGR 2Ks and MAGR 2K-Ms; and 4) engineering services. The contractor shall provide all facilities, personnel, equipment, tools, materials (expect for Government Furnished Property identified in the request for proposal), vehicles, supervision, and all other items and services necessary to perform all program management, production, repair, and engineering services.
