The Air Armament Center, 308th Air Armament Systems Wing, 308th Air Armament Systems Group, 692nd Armament Systems Squadron, intends to solicit and award multiple sole source contracts under the authority of FAR 6.302-1 to Raytheon Missile Systems, Tucson, AZ to procure the following efforts: purchase of present and future annual Miniature Air Launched Decoy (MALD) Production units; MALD Jammer (MALD-J) for the Engineering and Manufacturing Development and subsequent production; development of any future variants based on the MALD design, provided such development does not alter the basic MALD vehicle design. The only known responsible source that can satisfy these requirements is Raytheon Missile Systems (RMS) the original MALD producer and sustainment provider because it solely possesses the critical vehicle information and qualified vehicle design to meet Government's requirements. No Technical data package is available from the government. FAR 5.207(c)(15)(ii) requires that all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
