693JJ621R000006 Mindfulness-Based Strategies Synopses

The Federal Railroad Administration (FRA) intends to award a contract to implement a mindfulness-based training program to combat fatigue in railroad workers, and to document guidelines and barriers for implementation of a training program. Because this research is exploratory, the contractor shall identify the relevant literature around stress mitigation techniques, the impact of mindfulness on fatigue, stress, and other aspects of cognitive performance.

Part of this work requirement is to determine implementation sites(s), develop plan(s) for implementation, and implement the training developed using a train-the-trainer technique. This work will also evaluate the efficacy of the training program, identify areas of improvement, and disseminate the relevant findings to rail partners and interested industry stakeholders.

Interested parties must have the experience in mindfulness training, fatigue and/or stress, and preference will be for firms familiar with Class 1 railroads or transportation systems.

This procurement will be processed using FAR Part 13 and FAR Part 35 procedures. Solicitation 693JJ621R000006 is anticipated to be released on or about 9 August 2021 and the anticipated award date is 20 September 2021. The solicitation will be made available via email to interested and capable parties. The closing date for receipt of proposals will be established in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency.

Offerors must be registered in System for Award Management (SAM) (https://sam.gov/content/home) to be eligible for award.  Instructions for registration are available at the website.

Interested parties with the capability of meeting the proposed requirements are requested to provide an email to the FRA point of contact, Devona Jackson at [email protected] no later than 1:00 p.m. ET, Friday, 6 August, 2021, expressing interest and outlining their capabilities and qualifications to perform the effort. No telephone calls will be accepted.
