San Francisco Public Utilities Commission (“SFPUC”) announces a Request for Proposals (“RFP”) for pre-qualified contractors to provide pre-construction services, construction management, and construction services for Contract No. WD-2900 Millbrae Campus Improvements (“MCI” or “Project”) using the Construction Manager / General Contractor project delivery method. SFPUC intends to redevelop its Millbrae Yard. Refer to the Request for Qualifications dated December 22, 2023 (“RFQ”). Only Qualified Candidates, as defined in the RFQ, may submit a Proposal in response to this RFP. SFPUC will communicate with and provide this RFP to the Qualified Candidates. SFPUC anticipates awarding to the highest-scoring CM/GC a six and one-half year contract, beginning with approximately 14 months of pre-construction services only; the Estimated Direct Costs of Construction is $235,000,000. SFPUC will provide Qualified Candidates with digital files of the RFP package at no cost upon execution of a Confidentiality Agreement available at the SFPUC’s Contracts, Bid Opportunities and Payments webpage at https://webapps.sfpuc.org/bids/. SFPUC will post notices there regarding addenda and other RFP changes and also distribute the information by email to all Qualified Candidates. SFPUC will hold an RFP Pre-Submittal Conference by teleconference on Monday, September 30, 2024 at 9:00 A.M. at https://sfwater.zoom.us/j/89999709536?pwd=v9rc90VJDL59F08ARPFbgxJuxaol6J.1 or by dialing 1-669-219-2599, Meeting ID 899 9970 9536 and Passcode 210746 (hit # after each). The conference will be followed by a Site Visit starting at 1:00 P.M. at 1000 El Camino Real, Millbrae, CA. Meet in front of the administration building. Proposers must submit required written submittals via upload in response to the RFP prior to 4:01 P.M. on Wednesday, October 16, 2024. SFPUC will not consider any late submissions. Pursuant to San Francisco Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. For this project, as set forth in detail in the contract, the SFPUC will issue purchase orders incrementally as needed to fund project work over the duration of the project, which serves the functions of Controller certification and encumbrance of project funds available for payments.
