The 42d Contracting Squadron, Maxwell AFB, AL, is seeking sources that can provide online database services in support of The Muir S. Fairchild Research Information Center (MSFRIC), which is an academic library located on Maxwell AFB in accordance with the attached "draft" Statement of Requirements (SOR) (see Attachment). All feedback and information received may be used to determine the appropriate acquisition strategy.

NOTES OF IMPORTANCE:
1. A solicitation does not exist for this requirement. This is only a sources sought, so please do not submit proposals. The Government does not intend to award a contract on the basis of this sources sought.
2. If the Government decides to pursue a solicitation, portions of your responses to this sources sought may be incorporated into the final solicitation. Respondents are discouraged from submitting any information deemed competition-sensitive or proprietary.
3. Respondents will not be reimbursed for any costs incurred in responding to this sources sought. Information submitted will not be returned to the respective respondents.
4. Oral submissions of information will not be considered in response to this sources sought.
To assist the Government in developing a potential acquisition strategy, please provide the following information:

1. GENERAL INFORMATON:

a. Company name, address, point of contact, voice and fax telephone numbers and e-mail address.
b. Type of business, (i.e., small, small disadvantaged, woman-owned, Hub Zone, serviced-disabled veteran-owned small business, large business, etc.), under North American Industry Classification System (NAICS) 519190, which contains a size standard of $27,500,000, CAGE Code and DUNS Number.
c. Under which NAICS code does your company usually provide the requirements described in the attached SOR. Please provide rationale for your answer if different from NAICS 519190.
d. Please describe any customary commercial contract terms or conditions that you feel would make any resulting contract more effective if applicable.

2. CAPABILITIES: The Government is seeking qualified, experienced sources interested in providing the items identified in the attached draft SOR. Please address the following regarding your capabilities in meeting the requirements contained in the attached "draft" SOR:

a. Is your company capable of meeting this requirement in accordance with the attached Statement of Requirements (SOR)? Please respond "Yes or No."

b. If your response to question (a) above was "Yes", please provide no more than two (2) references for no more than two (2) recent and relevant contracts performed in the last three (3) years. Include name, address, telephone number, and e-mail address for each reference. Also, provide a brief description of the work performed, contract number, total contract value and period of performance. Contracts must be the same or similar to the items described in the attached draft SOR.

Statement of Requirements
1.0 SUMMARY OF REQUIREMENT: The Muir S. Fairchild Research Information Center requires a database providing full-text online access to a number of Military and Government newspapers. These resources are required to support the research needs of Air University students, faculty and staff.
2.0 The following items are required for performance under this contract:
2.1 At a minimum, this database must include full-text online access to: Air Force Times, Armed Forces Journal, Federal Times, Marine Corps Times, Navy Times and Defense News.
3.0 GENERAL INFORMATION:
3.1 Unlimited online access for 5,000 full time equivalent (FTE) Air University students, faculty, and staff (including on-campus and distance learners) covering 1 Oct 2017 to 30 Sep 2018.
