This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented by additional information included in this notice. This announcement constitutes the only solicitation and is being issued as a Request for Quotes (RFQ). The Government anticipates award of a single firm fixed-price purchase order under the test program described in FAR Part 13.5. The attached provisions and clauses are applicable to this requirement.

The Drug Enforcement Administration (DEA)'s Office of Training has a requirement for DLS Mil-Wrap materials and installation for the following:

Item 0001: DLS Mil-Wrap of Conex 40' single wide trailer
Item 0002: DLS Mil-Wrap of Raid Room Interior. Will include moveable walls in raid room
Item 0003: DLS Mil-Wrap of OCONUS Lab Room (Swamp/Woodland facade)
Item 0004: DLS Mil-Wrap of Assessment Training Lab (Industrial Chemical Warehouse facade)
Item 0005: Training Props or Atmospherics including coorugated cardboard training furniture for raid room, one (1) DLS wrapped breach door for exteror of building, and additional props

Items 0001-0004 above shall include InForce Wireless Control Center Instrumentation System.

Proofs of facades will be signed for and verified by end user before work begins. Delivery to site with off load, placement, and installation shall be included in the quote. 24 month warranty shall be included in quote. The offeror shall be an authorized distributor and installer for the proposed equipment to be installed.

Period of Performance: Completion shall be within 90 days ARO (and DEA approval of final proofs).

All prospective offerors shall inspect the site where the installation is to be performed to see the exact specifications and to satisfy themselves regarding all general and local conditions that may affect the price of contract performance to the extent that the informaton is reasonably obtainable. A site survey is scheduled for 10:00a.m. Tuesday, March 19, 2013. All prospective offerors shall report to the following location on the date of the site visit: Drug Enforcement Administration Training Academy, 2500 Investigation Parkway, Quantico, VA 22135. Offerors must contact Claire Whitley at [email protected] to register for the site visit no later than COB February 28, 2013. Due to the level of security on base, the attached form must be completed and emailed to Claire Whitley upon registration.

All questions shall be submitted by 10:00am March 21, 2013 to [email protected]. Questions and Answers will be posted as an amendment to the solicitation. All sources shall submit a quotation which will be evaluated. Offerors may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.) but must include complete mailing address and DUNS Number. Responses shall be submitted electronically to [email protected]. The Government intends to make a single award to the responsive, responsible offeror whose offer, conforming to this synopsis/solicitation, will be the best value to the Government. Evaluation factors in order of importance are 1) Technical Capability - demonstration of the ability to meet all requirements, 2) Past Performance - PPIRS will be checked for past performance records, and 3) Price. Closing date for receipt of quotes is March 26, 2013 10:00am EST.
