Notice of Intent to Sole Source for a hi-capacity long-reach excavator, specifically a Caterpillar 340 Hydraulic Excavator for remote Midway Island Atoll NWR.
The U.S. Fish and Wildlife Service, Atlanta, Georgia intends to negotiate a sole source procurement, in accordance with FAR Part 13.501(a) and 41 USC 253 (c) (1). The intent is to single source for continued Service equipment requirement and transportation need for Midway Island Atoll/Papahanamokuakea Marine National Monument. The U.S. Fish and Wildlife Service intent is to sole source the requirement to Caterpillar Inc. The North American Industry Classification System code is 333120, size standard 1,250.
The seawall on Midway Atoll NWR is failing and in drastic need of repairs. The equipment required for placing the seawall rock includes a hi-capacity long-reach excavator, specifically a special Cat 340 Hydraulic Excavator. Only smaller versions of this machine are available on our IDIQ contract. The National Heavy Equipment Coordinator has determined the smaller version specifications are unsafe for the project. Remote Midway Atoll has similar Caterpillar equipment and attachments. Island mechanics are familiar with the equipment. Transportation options for the island are limited and special order equipment is often required.
