CITY OF BENDPROGRESSIVE DESIGN-BUILD SERVICES MIDTOWN MULTIMODAL CONNECTIONS AND STREETSCAPING Proposals Due 3:00 pm, September 26, 2023 REQUEST FOR PROPOSALS PROJECT NOS. 1GFAI, 1GGAU, 1GHAO, 1BCA2, AND 1RFGU SOLICITATION NO. 24-3207The City of Bend requests competitive proposals from qualified and experienced teams for the design and construction of the Midtown Multimodal Connections and Streetscaping Project. The Project will provide updates to transportation infrastructure and subsurface utilities in Bend's Central Core area. These transportation and utility improvements include the following; · Midtown Connection 1 - Greenwood Avenue: Phase 1 quick-build improvements, Wall Street to Second Street, and stormwater management study at Bend Parkway undercrossing to address flooding issues. · Midtown Connection 2 - Franklin Avenue: Corridor improvements, Harriman to Fifth, address flooding issues at Bend Parkway undercrossing, and replace parallel aging water distribution infrastructure. · Midtown Connection 3 - Hawthorne Overcrossing refinement and scoping documents for a pedestrian and bicyclist bridge overcrossing of the Bend Parkway and Burlington Northern Santa Fe Railroad, from Hill Street to Second Street.. · Second Street: Streetscape improvements, Franklin to Greenwood, and replace parallel aging water distribution infrastructure. · Additional transportation, stormwater, water, or other system elements not specified above, generally within the area of the listed improvements, and that are identified as needing improvement through the design phase of the Project or as otherwise identified by the City. Any additional elements will be added through negotiation between the City and the selected contractor. This project will be constructed using a Progressive Design-Build alternative procurement process and is exempt from competitive bidding under Oregon Revised Statutes 279C.335, as authorized by the Local Contract Review Board on April 19, 2023. This Request for Proposals (RFP) is issued in accordance with Oregon Revised Statutes Chapters 279A, 279B, and 279C and the Bend Municipal Code section 1.55. An optional pre-proposal meeting to discuss the project will be held virtually via Teams on August 30, 2023, at 9:00AM. Contact the City's Issuing Officer for information on accessing the meeting. The request for proposal, addenda, interested parties, and notification of results for this solicitation may be viewed on the City's Bonfire Portal at the following link: https://bendoregon.bonfirehub.com . Contact the Issuing Officer identified below if you are unable to access the information online. Entities intending to submit a proposal should register with the Portal in order to receive addenda. Proposers needing technical assistance should contact Bonfire at 800-354-8010 ext. 2, email [email protected] or visit Bonfire's help forum at https://bonfirehub.zendesk.com/hc. Proposers are responsible for ensuring they have all addenda before submitting proposals. The deadline for submitting proposals is September 26, 2023, at 3:00 PM. Proposals must be received by the City on the Bonfire Portal by the deadline. No faxed or electronic (email) proposals shall be accepted. Sealed proposals will be received online as instructed on the City Bonfire Portal. Proposals may also be submitted to the City, via mail, or in person. Please contact the Issuing Officer no later than two (2) business days prior to the proposal due date to make arrangements ahead of time for an in-person submission. Hard copies will not be accepted unless the Proposer has made arrangements ahead of time. If a hard copy of the Proposal is submitted without prior coordination with the Issuing Officer, the Proposal will be returned (unopened) to the Proposer without consideration. This project is subject to the provisions of ORS 279C.800 through 279C.870 regarding payment of prevailing wages. Design-Builders responding to this RFP do so solely at their own expense, and the City is not responsible for any potential proposer's expenses associated with the RFP. No Proposal shall be considered unless the Design-Builder is properly registered with the Construction Contractors Board and licensed in Oregon for the type of work to be performed. The City of Bend reserves the right to: 1) reject any or all proposals not in compliance with public solicitation procedures and requirements and other applicable law, 2) reject any or all proposals in whole or in part or cancel the RFP when the cancellation or rejection is in the best interest of the City, 3) select Contractor on the basis of the proposals or to conduct interviews with the highest qualified proposers after scoring, 4) seek clarifications of any or all proposals, and 5) to select the proposal which appears to be in the best interest of the City.Dan Galanaugh, Sr. Procurement Analyst 541-323-8570 Published Aug. 4, 2023. 2527463
