Synopsis for Solicitation SPE600-17-R-5X02


Solicitation number SPE600-17-R-5X02 will be issued to acquire laboratory testing services in multiple locations across the Middle East Region (OCONUS). The locations are Kuwait, United Arab Emirates (UAE), Qatar, Jordon, Bahrain, Oman, Iraq and Afghanistan (other locations may be added in the future). The Contractor shall provide one or more laboratories capable of performing tests on the following:

1) Aviation Turbine Fuel, Grade JET A and JET A-1, NATO F-35 (Specification: ASTM D1655, STANAG 3747, DEF Stan 91-91, latest versions)

2) Turbine Fuel, Aviation, Kerosene Types, NATO F-34 (JP8) (Specification: MIL-DTL-83133, STANAG 3747, latest versions)

3) Turbine Fuel, Aviation, Grade JP5 NATO F-44 (Specification: MIL-DTL-5624, STANAG 3747, latest versions)

4) Fuel, Navy Distillate NATO F-76 (Specification: MIL-F-16884, STANAG 1385, latest versions)

5) Gasoline, Aviation, 100LL (Specification: ASTM 910, DEF STAN 91-90, latest versions)

6) Inhibitor, Fuel System Icing, High Flash (FSII) (Specification: MIL-DTL-85470 latest version)

7) Fuel, Automotive Spark Ignition Engine (Specification: ASTM D4814, STANAG 7090, EN228, latest versions)

The laboratories shall have a system of calibration equivalent to ISO 10012-1 or 17025. All testing shall be performed in accordance with approved DLA Energy test methods listed in MIL-STD-3004. Testing of U.S. Government-owned fuel products is required 24 hours per day, 7 days per week (including holidays). The contractor shall perform testing in accordance with specific turnaround times. If multiple locations are proposed, each facility must be capable of performing all tests in accordance with the Government's specifications.

The performance is for a two (2) year base and one (1) two-year option period of August 1, 2017 through July 31, 2021. The solicitation will be issued on or about December 19, 2016 and the Request for Proposal (RFP) closing date will be on or about February 3, 2017. This procurement will be a full and open competition. The solicitation will be published electronically on the Federal Business Opportunities website at www.fbo.gov.

This is not an RFP, a promise to issue an RFP, or a promise by the Government to pay for information received in response to this synopsis or any subsequent announcement. This information is subject to modification and in no way binds the Government to award a contract.
