This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. 

Synopsis/Solicitation N0017819R2621 is issued as a Request for Proposal (RFP).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) intends to award on a sole source basis to DRS Signal Solutions, Inc., 1 Milestone Center Ct, Germantown, MD 20876-7106 for the following manufactured products:  DRS SI-9158/AC VME/VXS Microwave Tuner and Manuals, quantity ten (10) in accordance with the attached Solicitation/Contract/Order for Commercial Items SF1449.

These tuners are identical to the tuners currently installed in the fleet and must be compatible in all aspects of form, fit and function with the current systems being utilized.  Purchasing other similar but different tuners would require additional hardware and software development, system integration, re-testing and re-certification as well as additional technical documentation and Integrated Logistics Support (ILS) efforts for different spares and repairs.  Additional configuration management and training requirements will increase the cost to the Government in the form of testing, integration and replacement of the existing DRS 9158 tuners.

Please include shipping/freight cost for FOB destination Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. At time of proposal submission please submit any historical data as well as published pricing.  Award will be made based on Lowest Price Technically Acceptable.
