Title: Notice of Intent to Award Sole Source to Affymetrix

The National Heart, Lung, and Blood Institute (NHLBI), Office of Acquisitions (OA), on behalf of the NHLBI/ The Center for Human Immunology, intends to negotiate on a sole source basis and award a contract, under the Simplified Acquisition Procedures (Dollar Threshold of $150,000), as set forth in Far Parts 13, a Firm Fixed Price award to Affymetrix, Inc., 3420 Central Expressway, Santa Clara, CA 95051 to purchase the below items.

This notice of intent is not a request for competitive proposals.

This announcement constitutes the only notice; proposals are not being requested and a written solicitation will not be issued.

This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-60.

The corresponding NAICS code is 325414 and the small business size standard is 500 employees.

The basis for sole source determination: See attached Justification and Approval (J&A).

Interested parties may identify their interest and capability to respond to the requirement, in writing, no later than the response date. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Comments to this announcement, referencing this Notice of Intent No., NHLBI-CSB-(HL)-2012-287-DDC, may be submitted in writing to the COAC Services Branch, Office of Acquisitions, DERA, National Heart, Lung, and Blood Institute (NHLBI), 6701 Rockledge Drive, Suite 6042, Bethesda, Maryland 20892-7902, Attention: Deborah Coulter.

This acquisition is conducted under FAR Part 13.106-1(b) (1), Soliciting from a single source.

For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization)
