This is a Notice of Intent to award a sole source contract under statutory authority, 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1. Only one responsible source and no other supplies or services will satisfy agency requirements. The government intents to award a sole source (See approved sole source justification below) fixed price contract to Cardinal Health, 1450 Waukegan Road, McGaw Park, IL 60085-6726. SUBJECT: Sole Source Justification, Purchase Request #F2X4A29030AG01

1. Description of the supplies and services being acquired: Request sole source supplier for all reagents and products used on the DiaSorin ETI-MAX 3000 Diagnostics Analyzer. The DiaSorin EXI-MAX 3000 is fully automated micro-plate analyzer that processes all Hepatitis markers, and a wide range of infectious Disease and Autoimmune test that are required to diagnose and treat our patients. The 42 Medical Group requires the services at an annual cost of XXXXXX.

2. Justification for Sole Source: Cardinal Health is the only contractor capable of satisfying this as it owns DiaSorin ETI-MAX 3000. The DiaSorin ETI-Max 3000 performs all steps of EIA assays to include; samples dilution, reagents addition, washing, and absorbance reading. Calculations of results and capability of sampling directly from primary bar coded tubes, of any size. The analyzer results will be electronically transferred into the patient files. We are guaranteed excellent service, periodic maintenance, on-site operator training, and all system upgrades at no additional cost.

3. Justification that DiaSorin is the only known source: The DiaSorin Analyzer will be used for baseline testing of Officer Training School students IAW DOD mandate for initial entrant Hepatitis B Screening and AFI 48-123, V1 1.2.4., Medical Examinations and standard, dated 5 June 2006. The number of training classes increased from 4 to 10 (1700 students) annually. Reserve Officer Training Class (ROTC) encampments this summer averaged 300 students per class will increase 600 students per class next summer. This Analyzer is essential for maintaining pace with diagnostic demands. This analyzer is also the only one that will perform all five assays required on these trainees.
