These lidar instruments have been utilized under the MPLNET project since 2000. NASA GSFC intends to purchase these items from Leica Geosystems, Inc. pursuant to FAR Part 13.106, for the acquisition of supplies and services determined to be reasonably available from only one source.

The Government intends to acquire a commercial item using FAR Part 12 - Acquisition of Commercial Items, and the Simplified Acquisition Procedures set forth in FAR Part 13.

The Government intends to award using FAR Part 13 and Subpart 13.5 - "Test Program For Certain Commercial Items."

Interested parties may submit their capabilities and qualifications to perform the effort in writing via email to [email protected] no later than 1:00 p.m. EST on August 27, 2019.

Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
