THIS IS NOT A REQUEST FOR QUOTE. THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE SOURCE AWARD TO MICHIGAN’S PUBLIC SAFETY COMMUNICATIONS SYSTEM (MPSCS). FOR STATEWIDE EMERGENCY COMMUNICATION SERVICE.

The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management (OAQ), on behalf of the Enforcement & Removal Operations (ERO), intends to award a firm-fixed price contract on a sole source basis to Michigan’s Public Safety Communications System (MPSCS). (Address: P.O. Box 30631 Lansing, MI 48909; CAGE Code: 47XB3) for access to statewide emergency communication service. The MPSCS provides a stable, secure framework for interoperable communications among local, state, federal, tribal and private first responders and is essential to the ICE/ERO’s mission by accessing state’s emergency communication system in the event of an emergency to better respond to emergencies.  Without this subscription ICE/ERO’s ability to respond to emergencies would be severely hindered.

There is only one responsible source and no other supplies or services will satisfy agency requirement as the statewide emergency communication service required is only available from the State of Michigan and no other agency offers those services. Services that will be acquired using FAR Part 13 procedures and the anticipated award will be made under the authority of FAR 13.106-1(b)(1)(i), Soliciting from a single source. Market Research conducted by OAQ and ERO, determined there were no other providers of the statewide emergency communication system/service.  MPSCS was the only source capable of providing stable, secure framework for interoperable communications among local, state, federal, tribal and private first responders. OAQ and ERO have completed extensive research and used previous experience to try to identify other sources for the need. Based on the market research, there were no other sources available to provide the emergency communication services.

This notice of intent is NOT a request for proposals or quotes. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability to fulfill this requirement by responding to this Notice of Intent no later than 9:00 AM Eastern Standard Time on August 27, 2020 by email to [email protected]; no telephone communications will be entertained. The subject line in the email shall state “Response to Notice of Intent – Statewide Emergency Communication Service Lansing, MI.” All information submitted should support the offeror’s capability to provide the supplies and services required and shall be furnished at no cost to the Government. The Government reserves the right to cancel the sole source award. The anticipated primary North American Classification Systems (NAICS) code is 517919 – All Other Telecommunications.
