THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED

The National Institutes of Health (NIH), Clinical Center (CC), intends to enter into a contract on a sole source basis, under the authority of 41 U.S.C. 253 (c) (1) and FAR 6.302-1 to procure membership dues with Maryland Hospital Association 6820 Deerpath Road Elkridge, MD 21075  used as an advocate for Maryland hospital systems and its patients before legislative and regulatory bodies.This requirerement is sole source acquisition to the current vendor for continued membership.

The Period of performance will continue for a twelve(12) month period.

The intended procurement is classified under NAICS code 813910 with a Size Standard $8.0.


REGULATORY AUTHORITY
The resultant contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2021-04 January 19, 2021. This acquisition is conducted under the procedures as prescribed in FAR subpart 13-Simplified Acquisition Procedures at an amount not exceeding the simplified acquisition threshold.


STATUTORY AUTHORITY
This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements.

If there are other sources able to supply the required material, they must respond by submitting a capability statement within 5 days of publication of this synopsis.

This notice of intent is not a request for competitive proposals. However, all proposals received prior to the closing date of this synopsis will be considered solely for the purpose of determining whether to conduct a competitive procurement.  A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. RESPONDENTS MAY SUBMIT THEIR CAPABILITY STATEMENTS VIA E-MAIL TO THE POINT OF CONTACT LISTED IN THIS NOTICE OF INTENT SYNOPSIS.
