This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and no other solicitation documents will be issued. This announcement includes the attached Request for Quotation SF-1449 (RFQ) Number HSCG52-17-Q-1SA292, Requirements Statement and Justification of Other Than Full and Open Competition.


This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 (19 JAN 2017).


This solicitation is for 100% Small Business Set Aside. The North American Industry Classification System (NAICS) code is 332312. The Small Business Administration size standard is 500 employees.


The United States Coast Guard Air Station Cape Cod intends to negotiate and award a Firm Fixed Price Purchase Order on a sole source basis to Spika Design & Manufacturing, Incorporated, PO Box 1123, 254 Cottonwood Creek Road, Lewistown, MT 59457-4936, and Cage Code: 4AC84. It is the Government's belief that Spika Design & Manufacturing, Inc. is the only qualified small business vendor to provide the outlined Work Platform Check Stands described below.

Item 01: MH60T Work Platform Check stand, P/N: V69x196c64-88APFVL, for a quantity of 02 (two), Manufacturer: Spika Design & Manufacturing, Inc.

Item 02: MH60T Tail Work Platform Check stand, P/N: PMP-UH60-T, for a quantity of 01 (one), Manufacturer: Spika Design & Manufacturing, Inc.
The proposed contract action resulting from this synopsis/solicitation for commercial supplies is the Governments intention to solicit and negotiate with only one source under the authority of FAR 6.302-1 & 13.106-1(b). Interested persons/parties may identify their interest and capability to respond to the requirement or submit proposals. All quotations and proposals received will be considered by the USCG Air Station Cape Cod. A current System for Award Management (SAM) Date Search was conducted on March 21, 2017 by the Contracting Officer. This Contractor is current/active in SAM and does not have any active Exclusion. This is considered to be a Sole Source Acquisitions. See the attached Justification.
