The Naval Air Systems Command (NAVAIR) intends to negotiate a sole source Basic Ordering Agreement (BOA) order with Lockheed Martin Systems Integration, Owego, New York (LMSI-O). The anticipated order will be for contractor engineering support and inspection related to the Integration, Installation and Checkout (INCO) of ship electronics weapons systems for the MH-60R aircraft during installation on new Aegis ships under construction. LMSI-O is the only contractor with the necessary proprietary data and software code to perform this installation support for the MH-60R aircraft weapon systems. The authority is in accordance with FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
