DESCRIPTION:
The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with Mettler Toledo, inc of Columbus, OH. for the purchase of a two year service agreement for Mettler Toledo comparators under other than full and open competition by the authority of FAR 13.106 (b). Only one responsible source and no other supplies or services will satisfy agency requirements:
A sole source determination is based on the following: Only Mettler Toledo can meet our technical requirements.
Specifically no other vendor can meet the NIST requirements for:
Two year Service Agreement for an Mettler Toledo Comparators.
NIST is the current owner and Mettler is the original manufacturer of the equipment.
Mettler Toledo Technicians are the only technicians in the industry that possess the training, knowledge of product and proprietary Mettler Toledo Software/Gauges to properly service and repair Mettler Toledo Mass Comparators.
The purchase request is for a Service Agreement for a Mettler Toledo Comparators.
There are no other re-sellers.
The North American Industry Classification System (NAICS) code for this acquisition is 811219, and the size standard is $19.mil.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested persons may identify their interest and capability to respond to this requirement. The Government will consider responses received by 12:00 p.m. (EST) on September 4, 2014. Inquiries will only be accepted via email to [email protected]. No telephone requests will be honored.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
