This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of twelve MetaVR Virtual Reality Scene Generator v6.3 License, Part Number: VRSG_USvp1, 12 Software and Hardware Warranty and Maintenance, SWMAINTvp1, plus three option years for Tinker AFB, OK. The government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1).
This proposed procurement will be Sole Source under North American Industry Classification System Code (NAICS) 511210. Size standard is $38.5 million.
The proposed source is MetaVR, 80 Somerset Road, Brookline, MA 02445. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement is in the best interest of the Government. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received within five (5) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: The MetaVR VRSG is already an approved part of the T-1A Combat Systems Officer Training System (CSOTS) and the Aircrew Training Device (ATD). The purpose of the ATD is to replicate the airborne CSOTS on the ground to aid familiarization. The same software is required on the Aircrew Training Device as already exists on the Combat Systems Officer Training System, which is the item mentioned above. MetaVR is the sole owner of the data rights and distributer for the VRSG software which is used as part of the currently approved T-1A CSOTS configuration.
