(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(ii) This solicitation: N02CP71002-72 is issued as a request for proposal (RFP) and (iii) incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-91.

(iv) Set-aside: NA. The North American Industry Classification System code is 541380 and the business size standard is $15.0 million.

(v) Only one award will be made as a result of this solicitation. This will be awarded as a single-award IDIQ commercial contract with firm-fixed price task orders.

(vi) The Division of Cancer Epidemiology and Genetics (DCEG), National Cancer Institute, National Institutes of Health, is seeking a contractor with the capacity to provide metabolomic profiling services for DCEG studies using liquid chromatography and gas chromatography mass spectrometry (LC-MS, GC-MS) as outlined in the attached Statement of Work.

(vii) Dates and places of delivery and acceptance and FOB point are to-be-determined and dependent on each task order.

(viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition.

(ix) The provision at 52.212-2, Evaluation-Commercial Items, is applicable. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Selection of an offeror for contract award will be based on an evaluation of proposals against three factors. The factors in order of importance are: technical, past performance, and cost/price. Although technical factors are of paramount consideration in the award of the contract, past performance, and cost/price are also important to the overall contract award decision. All evaluation factors other than cost or price, when combined, are significantly more important than cost. The Government intends to make an award to the offeror whose proposal provides the best overall value to the government.

(x) Offerors are advised to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer.

(xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

(xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition and additional FAR clauses cited in the clause are applicable to the acquisition.

(xiii) No additional contract requirements or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer are necessary for this acquisition and the requirements are consistent with customary commercial practices.

(xiv) Defense Priorities and Allocations System (DPAS) and assigned rating, is not applicable.

(xv) Offers are due on November 18, 2016 at 10:00 AM EST and are to be submitted electronically to [email protected] and [email protected] as specified in the solicitation.
