This is a sources sought synopsis seeking information of potential firms (nationwide) that have an interest in submitting as a prime contractor, a proposal for the following description:

The project consists essentially of, but is not limited to, Contractor shall provide all labor, tools, and supervision required to upgrade and configure MERLIN Aircraft Birdstrike Avoidance Radar. (See attached Statement of Work for scope of work).

We are requesting that all interested and qualified firms respond to this sources sought notice with a capability statement similar to your marketing package used in the everyday course of doing business for market research purposes. Oral communications ARE NOT acceptable in response to this notice. The Government will utilize the following information in determining acquisition strategy:

(1) Summarize how your company is uniquely capable and qualified to handle this type of project;

(2) Summarize projects completed similar to the project outlined above. The list of relevant projects may include names of the project team members and firm, point of contact (contracting officer and COR/inspector) with titles, phone and fax numbers, project scope, and type of contract;

(3) A statement of your current business size status under the NAICS code 334511 -Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. In your response, also indicate whether you are a HUBZone small business concern, service- disabled veteran-owned small business firm, 8(a) contractor, small business firm, women-owned small business firm, or large business firm.

The information above must be submitted in written format via e-mail to [email protected] and [email protected]. This Sources Sought is an advance notice for information and planning purposes only and is not a solicitation. In order to receive an award from any resultant solicitation, should one be issued, the successful offeror must be registered and active in System for Award Management (SAM). The SAM website is: https://www.sam.gov/. The information/capability statement must be received not later than 27 March 2015. This sources sought notice should not be construed in any manner to be an obligation to issue a contract, or result in any claim for reimbursement of costs for any effort you expend in responding to this request. No solicitation is currently available.

 


OMBUDSMAN (NOV 2012)

(a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

(b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

(c) If resolution cannot be made by the contracting officer, the interested party may contact the Center/MAJCOM/DRU or AFISRA ombudsmen, Mr. Gregory Oneal, HQ AMC/A7K, 507 Symington Drive, Scott AFB IL 62225-5022, (618) 229-0184, fax (618) 256-6668, email: [email protected]. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/DRU or AFISRA level, may be brought by the interested party for further consideration to the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2397, facsimile number (571) 256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the Contracting Officer.
