This is a sole source pre-solicitation notice for a service for the MERLIN Aircraft Bird-strike Avoidance Radar System. The following is the scope of work:
Overview:
Contractor to provide non-personal services including all personnel, labor, tools, parts, materials, supervision, Personal Protective Equipment (PPE), transportation, and any other items necessary to provide maintenance and repairs, as needed, to maintain the Merlin XS2530 Aircraft Birdstrike Avoidance Radar system installed at Beale AFB, CA 95903, and to ensure that the original manufacturer’s warranty remains valid.
Merlin Aircraft Birdstrike Avoidance Radar (the ‘System’ or ‘Radar’) has been supported by the manufacturer DeTect, Inc. to date under the original system warranty. This Statement of Work (SOW) extends the original Manufacturer’s Warranty and provides warranty support for a period of up to 5 years (original award of one year, as well as four one-year option periods to be exercised at the discretion of the Government).
Warranty extension will include all costs for labor, materials, travel, and all other costs for system preventive maintenance and calibration, 24-7 telephone and internet technical support, remote system monitoring (via MERLIN FileWatcher® if the system is connected to the Internet), MERLIN operating system software upgrades and maintenance, and repair or replacement of any failed parts or components covered during the plan period.

The equipment covered by this SOW includes the Merlin XS2530 system installed and currently operating at USAF Beale AFB, CA along with any upgrades to the system made by DeTect since the original delivery date and includes:
This warranty shall not cover Government supplied or installed components, base infrastructures (such as concrete pads), ancillary systems (such as base fiber lines), and System wear parts that are limited to the backup on-board generator unit, and associated fuel, oil, and oil filters for the generator.
Should repair/replacement of non-warrantied items be required, the Contractor will obtain verification from the GOVERNMENT CONTRACTING OFFICER that funds are available for repair/replacement PRIOR TO CONTRACTOR BEGINNING WORK. The contract MUST be modified to add estimated costs PRIOR TO CONTRACTOR BEGINNING WORK for non-warrantied repair/replacement items. Failure to obtain appropriate approvals from the CONTRACTING OFFICER for non-warrantied items will result in an unauthorized commitment for which the Government is not responsible to compensate the Contractor, even if the Contractor was instructed to complete work by Government personnel other than the Contracting Officer; the Contracting Officer is the ONLY person authorized to commit the Government to additional services beyond the scope of this warranty.
