The Naval Air Warfare Center, Aircraft Division, Joint Base McGuire-Dix-Lakehurst, NJ (NAWCADLKE) intends to negotiate on a sole source basis with Textron Systems Corporation, located in Hunt Valley, MD, as the Original Equipment Manufacturer (OEM) of the Multipurpose Electro-Optical End-to-End (MEON) v3, P/N EU00101-03-FG, and the ESL MEON Utilities (EMU) Software, P/N EU00152-04-FG, in support of the KC-130J fleet. Textron is the OEM of the MEON v3 and EMU software and has no authorized distributors. The OEM is the sole owner of the associated drawings and technical package and is unwilling to sell such rights to the Government. As a result of technical and schedule concerns, no other source is capable of performing the efforts described herein.

THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. This acquisition is being pursued on a sole source basis to Textron Systems Corporation under the statutory authority of 10 USC 2304(C)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice is not a request for competitive proposals; however, the Government will consider all responses to this notice. A determination by the Government not to compete this requirement is solely within the Government’s discretion. Responses must be received within fifteen (15) days of publication of this notice.
