INTENT TO AWARD SOLE SOURCE: The Centers for Medicare and Medicaid Services (CMS) intends to negotiate and award o renew Medi-Span Drug Data Base (MDDB) Licenses for one base year and 3 option years a sole source purchase order to UpToDate, 230 Third Avenue, Waltham, MA  02451-7528.  Under the authority of FAR 6.302-1 U.S.C. 2304, only one responsible source and no other suppliers or services will satisfy agency requirements. A Justification and approval is currently being processed for this requirement.  This requirement is intended as t)a soles source procurement because Wolters Kluwer is the only source for the licenses for Medi-Span Drug Data Base (MDDB).  Medi-Span MDDB® is a pharmacy data resource that is used by plan sponsors and Pharmacy Benefits

Managers (PBMs) that contains pricing information for drug products that are currently marketed in the

United States. Drug products are described through Medi-Span’s Generic Product Identifier (GPI) which

is used throughout the formulary management industry. In addition to the features described in the

Background Section, we rely on this product as central component to develop Formulary Reference Files

for sponsors participating in the Medicare Part D program. The Formulary Reference File is a drug

reference list developed by CMS for sponsors to select from to submit the products they wish to cover on

their formulary. The estimated period of performance is for one base year and 3 option years.  Responses must be sent electronically in MS Word format to [email protected] on or before Friday, April 30, 2021 by 11:00 am EST.

INTERESTED PARTIES:  All Interested parties must be able to affirm no conflicts of interest with parties involved in Medicare claims processing in light of the work identified in this Statement of Work.  In the event that the vendor/government identifies a conflict, the vendor shall be responsible for providing a mitigation strategy that satisfies the government.  In the event that the conflict cannot be resolved, the order cannot be awarded or existing order may not need to be terminated.  Please Note:  All contractors must be able to provide service for all items; partial quotes will not be accepted.
