It is the intent of the National Library of Medicine (NLM) to enter into sole source procurement with China Publishing & Trading, Inc, 4023 Main Street, Flushing, New York 11354- 5518 for the supply of medical journals on subscription, to include yearbooks and selected back issues.
China Publishing & Trading Inc is the only known source capable of providing the required supplies. This action is under the authority of 41 U.S.C.253 (c) (1), as set forth in FAR 6.302-1 and HHSAR 306.302-1. Only one responsible source and no other supplies will satisfy agency requirements.

This acquisition will be processed under FAR Part 13- Simplified Acquisitions Procedures. The North American Industry Classification System Code (NAICS) is 424920 and the business size standard is $100 millions. This solicitation incorporates provision and clauses in effect in the March 2005-55 FAR Revision effective February 2, 2012, including all FAR circulars issued as of the date of this synopsis.

NLM anticipates that an award will be made on or about March 12, 2012.

This is not a solicitation for competitive quotations, nor is a RFQ available. However, if any other interested party believes that it can meet the requirement it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail for NLM to determine if the party can meet all of the foregoing requirements. Quotations must be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the vendor is capable of successfully performing the requirement.
