Grand Forks AFB intends to solicit and award a sole source contract to Honeywell Inc. The work required is to provide all management, tools, supplies, equipment, and labor necessary to maintain Energy Management and Control Systems (EMCS) in 319 Medical Group building 109 at Grand Forks AFB. The work to be performed under this Statement of Work requires the contractor provide all personnel, supervision, parts, labor, materials, tools, transportation, test equipment, repair equipment and supplies necessary to 1). Upgrade, maintain and repair the 319 Medical Group EMCS System 2). Provide the OS chips with latest upgrades for the Excel Plus controllers, Excel 5000 controllers, BNA devices, XPCP cards, and XPC500 cards. 3). Provide updated points list, 4). Administer EMCS computer system, 5). Repair and maintain hardware used to provide an interface between system operators and control equipment installed throughout the building including but not limited to wires, relays, terminal strips, circuit boards, cabinets, covers, power supplies, sensors, and actuators.
All software installed at Grand Forks AFB is proprietary to Honeywell Inc. The statutory authority for contracting without providing for full and open competition is 10 U.S.C 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable NAICS is 238220 with a size standard of $13,000,000.00. Any interested party, other than Honeywell Inc, that feels they can satisfy this requirement must identify their interest, experience, and capability to satisfy the requirement no later than 4 p.m. CST, August 8 2008. All interested parties must be registered in the Central Contracting Registration (CCR) database.
