The United States Coast Guard (USCG) intends to negotiate a sole source Firm-Fixed Price (FFP) award to Justice Center of Atlanta Incorporate, Address: 976 Edgewood Ave NE, Atlanta, GA 30307-2580.

This procurement is being conducted under simplified acquisitions procedures in accordance with FAR Parts 12 and 13.

The purpose of this acquisition is to procure six (6) Basic Mediation Training and six (6) Advanced Mediation Skills Training courses for newly assigned United States Coast Guard Civil Rights Services Providers (CRSPS). The training is mandated by the U.S. Equal Employment Opportunity Commission (EEOC) Regulation Title 29 of the Code of Federal Regulations (C.F.R.), Part 1614, and EEOC Management Directive 110 (Revised August 5, 2015), for all Coast Guard Employment Opportunity Advisors (EOAs) and Equal Employment Opportunity Specialists (EOSs) who perform the duties of U.S.Coast Guard, Civil Rights Service Providers (CRPSs), www.uscg.mil/civilrights/History/EEOLaws.asp .

This mandated training is required in order to provide CRSPs with the tools they need to effectively perform their assigned duties as Equal Employment Opportunity Advisors and Equal Employment Opportunity Specialists. This action is being taken in accordance with FAR 13.106-1(b)(1). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to pay for information provided in response to this notice.

Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement.
