This is a Notice of Intent to award a sole source procurement under the Simplified Acquisition Procedures and Other Than Full and Open Competition in accordance with FAR 6.302-1.  A solicitation will not be issued.  The associated NAICS Code for this acquisition is 711310, size standard of $11.0 million dollars.

The Regional Contracting Office - National Capital Region intends to award a Firm Fix Price sole source contract to Winter Guard International, Inc., located at 2405 Cross Pointe Dr, Miamisburg, OH 45342-3589 in support of Marine Barracks Washington, located at 8th & I Streets South East, Washington, District of Columbia 20390-5000.  The period of performance is 15Mar 2016 - 14 Mar 2020.

Winter Guard International (WGI) Media Exposure creates and increases public awareness and understanding of the United States Marine Drum &  Bugle Corps (D&B) as well as the United States Marine Corps (USMC) and its missions among the Winter Guard International (WGI) and indoor completive drum line community.  The public awareness package creates active community awareness, public affairs, and community relations between the civilian public and the USMC at the Summer Music Games for all WGI events during the 2016-2020 competitive seasons.

The support includes:
(1) WGI Media Exposure - Share / retweet D&B Facebook and Twitter posts on WGI pages, D&B logo link on WGI.org, web links in ads in WGI e-newsletters and emails, access to WGI database, D&B logo hotlink in e-newsletters, web banner ad space on WGI.org, side banner ad in e-newsletters
3 per year), commercial on DVD products, commercial link on WGI YouTube,  commercials posted to WGI private fan network webpage, D&B new articles WGI.org homepage ;

(2) WGI Benefits Package - Ten (10) prime reserved seating tickets for WGI Championships events (for recruitment and screening of potential future D&B members), ten (10) VIP credentials for WGI Regional and World Championship events, priority access to new benefits and add-ons to WGI events.

(3) WGI Print Exposure - Full page advertising in WGI Focus Magazine (3 annual issues), acknowledgement in WGI World Championships program, D&B logo on current-year video products packaging , D&B logo on participant credentials for WGI Regional and World Championship events, print ad in WGI Regional programs, D&B literature placement at WGI booths, D&B literature placement in WGI World Championships competitor check-in packets, acknowledgement on Time Warner Percussion Highlights program; and

(4) WGI On-site Exposure- In venue D&B banner for WGI Elite Events and World Championships, public announcements at WGI Regional events, D&B participation in WGI Regional and World Championships awards ceremonies, double sized booth space WGI World Championships (both weekends), double-size booth space at off-season WGI educational events.

 The performance period for this contract is 15 Mar 2016 - 14 Mar 2020. A determination has been made by the Government to use other than full and open competition for this acquisition. This sole source award to Winter Guard International is being processed solely for the purpose WGI Sponsorship Renewal support.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
