This Special Notice announces the Government's intention to extend the existing Cost-Plus-Fixed-Fee (CPFF) Milstar Engineering & Communications Support Services (MECSS) bridge contract. The current MECSS support services are currently provided by LinQuest Corporation and administered by 50 CONS. The MECSS Bridge contract provides support services to the 50th Space Wing, 4th Space Operations Squadron (4 SOPS) at Schriever AFB and the 614th Satellite Control Squadron (614 SCS) at Peterson AFB. The period of performance for this contract action is 16 March 2011, through 31 May 2011. Due to a protest to the GAO, the Extremely High Frequency SATCOM Support and Engineering Services (ESSES) contract is currently under a stop work order. This action will ensure uninterrupted support to the critical needs of 4 SOPS and 614 SCS.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, interested parties may indentify their capability to respond to this requirement by 4:00 pm MDT, 28 February 2011, via email to the attention of: Brad York, [email protected] or Russ Shaw, [email protected].  

Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. No reimbursement for any costs connected with providing capability information will be provided. Information received will be solely for the purpose of determining whether to conduct a competitive procurement.
