1. FEMA's need is to meet 32M meals in response to potential effects of Hurricane Irma. The primary consideration will go to vendors who can supply the most number of meals per day and in total delivery.
2. While FEMA is open to accepting all types of meals, FEMA's primary need is to fill Reduced Sodium, a 30-36 month shelf life (shelf-stable), and self-heating meal type that includes an entrée. Therefore, technical acceptability determination will be made on this type of meals initially. FEMA will consider short-shelf meals quotes as situation progresses with Hurricane Irma.
3. "Lowest Price" determination will be made on the quotes that are determined to be technically acceptable for shelf-stable meals. The government will consider meals unit price and drop trailer fee for lowest price determination.
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
The solicitation number is HSFE70-17-R-0070 and is issued as a Request for Proposal (RFP). Under this requirement, Federal Emergency Management Agency (FEMA) intends to award multiple commercial, Firm Fixed Price (FFP) Purchase Orders, as needed.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. The applicable North American Industry Classification Standard (NAICS) code is 311991. The small business size standard is 500 employees. This is an unrestricted, full and open acquisition.
