1. THE MICHIGAN CIVIL RIGHTS COMMISSION (COMMISSION) HAS HELD A SERIES OF FIVE OF PUBLIC HEARINGS ON MICHIGAN K-12 EDUCATION. IT HAS HEARD FROM A HOST OF EXPERT PANELISTS AND MEMBERS OF THE PUBLIC, BOTH AT THE HEARINGS AND THROUGH WRITTEN COMMENTS. THE COMMISSION HAS INSTRUCTED THE DEPARTMENT OF CIVIL RIGHTS (DEPARTMENT) TO PREPARE A REPORT BASED UPON THIS INFORMATION THAT IDENTIFIES DISPARITIES IN STUDENT OUTCOMES, LOOKS FOR THEIR CAUSES, AND OFFERS POSSIBLE PUBLIC POLICY RECOMMENDATIONS FOR THE COMMISSION'S CONSIDERATION. THE DEPARTMENT, THROUGH THIS RFP, SEEKS A STRATEGIC PARTNER TO ASSIST IN EXAMINING THE INFORMATION RECEIVED ALONG WITH OTHER INFORMATION CONTAINED IN APPROXIMATELY DOZEN (12) RECENT REPORTS RELATED TO MICHIGAN K-12 EDUCATION, IDENTIFYING AREAS OF INEQUITY FACED BY MICHIGAN STUDENTS AND EDUCATORS, AND CREATING RECOMMENDATIONS ADDRESSING THE INEQUITIES FOR CONSIDERATION AND POTENTIAL ADOPTION BY THE COMMISSION. REQUIREMENTS THIS PROJECT IS EXPECTED TO RUN APPROXIMATELY FIVE MONTHS (150 DAYS) AND CONSIST OF THREE PHASES. DURING THE FIRST 90 DAYS CONTRACTOR WILL WORK WITH THE DEPARTMENT TO SUMMARIZE PROVIDED INFORMATION INTO A DRAFT NARRATIVE REPORT THAT WILL IDENTIFY EXISTING INEQUITIES IN MICHIGAN. OVER THE NEXT 30 DAYS CONTRACTOR WILL ASSIST THE DEPARTMENT IN PREPARING PROPOSED RECOMMENDATIONS IDENTIFIED BY THE DEPARTMENT. THE FINAL 30 DAYS WILL INCLUDE PRESENTATION OF THE PROPOSED REPORT AND RECOMMENDATIONS TO THE COMMISSION AND MAKING ANY CHANGES AS DIRECTED BY THE COMMISSION BEFORE FINAL PUBLICATION. OPTIONAL AND PRICED SEPARATELY: IDEALLY CONTRACTOR WILL ALSO WORK WITH THE DEPARTMENT ON A VISUAL FORMAT FOR THE FINAL REPORT AND RECOMMENDATIONS. THIS WOULD INCLUDE APPROPRIATE GRAPHICS AND OTHER DESIGN ELEMENTS APPROPRIATE TO MAXIMIZE THE IMPACT OF THE MATERIAL PRESENTED. THIS IS NOT A REQUIREMENT FOR A PROPOSAL AND THE DEPARTMENT MAY ULTIMATELY DECIDE TO DO THIS 'IN HOUSE' BASED UPON TOTAL COST OR IF CONTRACTOR DOES NOT OFFER THIS EXPERTISE
