The Metropolitan Knoxville Airport Authority (MKAA) is seeking a service provider for shuttle services (“Vendor” or “Respondent”) to provide such services for the TYS airport in Alcoa, TN. The passenger shuttle service is the base bid and should include an “all-inclusive” price per vehicle hour which includes vehicle operations, maintenance, storage and depreciation as the Vendor will supply the vehicles and provide all related functions. The employee shuttle service is to be bid as an add alternate with two alternatives – for Add Alternate 1A the Vendor should provide an all-inclusive price per vehicle hour as above. For Add Alternate 1B the Vendor should provide a price per vehicle hour for supplying vehicle operators only – MKAA would provide the vehicles as well as vehicle maintenance and storage. MKAA has prepared this Request for Proposal (“RFP”) and is authorized to distribute, evaluate, award, and negotiate for shuttle services. The objective of this RFP is to solicit responses that will provide MKAA with information that will allow MKAA to determine which Vendor will provide shuttle services that best support the goals of the airport and best address the areas defined within this RFP. MKAA expects to enter a three 30 month agreement with the Vendor with options to extend if necessary. MKAA reserves the right to negotiate with one or several Vendors and reserves the right to reject all responses received. MKAA will only consider responsive proposals from responsible Vendors for this agreement. A responsive proposal is one that complies with all requirements. A responsible vendor is a provider that demonstrably possesses the skill, ability, and integrity necessary to faithfully perform the scope of work called for in the proposal and provide a first-class operation. Each responsive proposal from a responsible vendor shall be evaluated solely according to the criteria set forth in this RFP, and the content of their proposal. Walker Consultants and Gresham Smith are advising MKAA with respect to the procurement of a vendor for shuttle services. MKAA will receive sealed and electronic Proposals for the subject Services at the Administration Office front desk, located on the third floor of the McGhee Tyson airport, or via email at https://flyknoxville.com/business-at-tys/ until 2:00 pm eastern time Friday, July 7, 2023, at which time the proposals will be publicly opened and each bidder will be acknowledged via Microsoft Teams.
