The U.S. Army Corps of Engineers, Galveston District Office requires a contract for McAllen Central Processing Center
(CPC) in McAllen, Texas.
Project Information: The project shall include the demo and renovation of an existing warehouse complex in McAllen,
TX. Phase one (1) will be to convert a 55,000 sq ft building into a Central Processing Center (CPC), this will include, but
isn’t limited to, the demolition of interior walls and providing new administration offices, holding cells, restrooms,
driveway, security system, fire protection system, natural gas generator, HVAC system, drainage, new driveway and
utilities. Phase two (2) will include but is not limited to the renovation of a 22,000 sq ft Central Processing Center
(CPC) building to include change out of holding cell walls and replacement of HVAC system.
Completion Time: 14 months if both Phase I and Phase II are to be done consecutively however; 22 months if Phases
are performed consecutively (14 months for Phase 1, 8 months for Phase 2).. Currently the phases will be done
simultaneously, however the government reserves the right for the phases to run consecutively. This decision will be
based on when DHS is able to release each section of the building.
If the contractor fails to complete the work within the time specified, the contractor may be subject to liquidated
damages in an amount of $4,464.00 for each calendar day of delay until the work is completed or accepted.
The Contractor will be required to provide the Performance and Payment Bonds within
(three) 3 calendar day after award. The contractor shall begin work within (five) 5 calendar days after acknowledgement of the Notice to Proceed.
The Solicitation will be issued as Firm Fixed Price.
The magnitude of this project is between $10,000,000.00 and $25,000,000.00.
The solicitation is advertised as "Full and Open Competition". The North American Industrial Classification System
(NAICS) Code applicable to this project is 236220 Commercial and Institutional Building Construction. The Small
Business Size Standard is $39.5 Million.
The solicitation will be issued on or about 2 July 2020. Response date is scheduled for 3 Aug 2020 @ 2:00 PM (CST) (All
bids must be submitted electronically proposal to [email protected] only). The
estimated award date for this project is August 2020.
