The Department of Commerce, National Institute of Standards and Technology (NIST), intends to negotiate a firm fixed price purchase order, on a sole source basis, with MCAD Technologies, Inc. of Lakewood, CO for the purchase of Solid Works Subscription Service Annual Renewal and Solid Works Premium with Simulation Professional Subscription Service Annual Renewal per the attached Statement of Work, under other than full and open competition by the authority of FAR subpart 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements.
The Sole Source determination is based on NIST, Quantum Devices Group utilizing Solid Works software for mechanical design and modeling that requires annual renewal of its license and maintenance agreement per the attached SOW.
Delivery is FOB Destination, Boulder, CO.
The NAICS code for the proposed acquisition is 541512, with a Small Business size standard of $25.5M.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations.
The Government will consider responses received by 11:59 p.m. (EST) on February 24, 2013.

A determination by the Government not to compete the proposed acquisition is solely within the discretion of the Government.
