Synopsis/Solicitation N00178-17-R-2061 is issued as a Request for Proposal (RFP).  The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to award on a sole source basis from MESH Inc, 114 Barnsley Road, Oxford, PA, 19363-1159 for the following maintenance and services:

The contractor shall support troubleshooting, repair, and testing of Mobile Chemical Agent Detector (MCAD) equipment including: MCAD sensorhead, Quickset-Pan-Tilt, Communication Power Assembly, Battery Charging Assembly, including MCAD peripherals in accordance with the attached Statement of Work (SOW), DD 254 Form, CDRL A001 and Data Item Description Document.

MESH, Inc. is the sole manufacturer and owner of the MCAD technology and yearly maintenance and support is needed to maintain proper function and usability of the equipment already owned and operated by NSWCDD. No other manufacturer can complete this requirement maintenance and support.

Please include shipping/freight cost for FOB destination Washington DC 20301. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12.  The order shall be firm fixed price.  

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.

In order to be eligible for award, firms must be registered in the System for Award Management (SAM).  Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov .
