The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst Contracts Office has a requirement RQ-21 Training Device Computers. The MaxPac 8210SL2 (9 each) and MaxPro 8210 (2 each) computers are required for use as trainers/simulators for RQ-21A Blackjack operators. They include a unique hardware and software combination, and are of a specific cybersecurity configuration that complies with the DoD mandated terms of the RQ-21A Blackjack DIACAP accreditation. These computers will be used as trainers/simulators in support of the RQ-21A Blackjack Small Tactical Unmanned Aircraft Systems (STUAS) program. Rugged Portable Computers, LLC., (dba MaxVision CAGE Code 00AF8) is the Original Equipment Manufacturer (OEM) and sole vendor who can provide them. The MaxPac 8210SL and MaxPro 8210 computers meet all form, fit, and function requirements of the STUAS program with no further alteration, re-design, or follow-on testing.

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO COMPETITIVE SOLICITATION WILL BE ISSUED. This acquisition is being pursued on a sole source basis under the statutory authority of Title 41 U.S.C. 1901, Simplified acquisition procedures (Test Program for Certain Commercial Items). This notice is not a request for competitive proposals; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government.

GENERAL INFORMATION: Rugged Portable Computers is the sole designer, developer and manufacturer of the MaxPac 8210SL2 and MaxPro 8210, and is the only known qualified, responsible source that possesses the necessary knowledge, experience, and technical data required to fulfill the requirements specified.
