The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source contract to the Center for Rotating Machinery (CeRoM), Louisiana State University for the development of a mathematical model for the effect of shaft misalignment on the wear rate of journal bearings. The Government intends to make an award prior to the 1st quarter of fiscal year 2018. The contractor shall model the behavior of a properly aligned bearing subjected to dynamic loading and Extend the analysis to include shaft misalignment and wear. Pursuant to 10 U.S.C 2304(c)(1), Center for Rotating Machinery is the only responsible source capable of fulfilling the Navy's requirements for the specified effort. The proposed award and resulting contract modifications are for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
