This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number TACS1109-11-02553 is being issued as a Request for Quotation for a Base Year and three Option Years. This acquisition is being solicited using Simplified Acquisition Procedures. The North American Industry Classification System Code (NAICS) is 541511 and business size is $23.0. The U.S. Department of Commerce, International Trade Administration needs to procure Matchmaking Software. The Statement of Work is incorporated into this synopsis.
The resulting purchase order shall be awarded on a best value basis and negotiated on a firm fixed price basis. Period of Performance October 1, 2011 through September 30, 2012 including three option years. Best value evaluation factors include the following: 1) Technical Approach -effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance, two similar performances; and 3) Price - The amount, realism and consistency of the evaluated price, price will be evaluated but not considered. The evaluation shall be based on use of the adjectival scheme as follows: Excellent (E) - Superior or first class; Good (G) - Beneficial and worthwhile; sound and valid; Marginal (M) - Minimally suitable at the lower limit; and Unsatisfactory (U) - Not acceptable, not adequate to carry out.
