SOLE SOURCE/NOTICE OF INTENT

The 502d Contracting Squadron, Joint Base San Antonio-Randolph, TX 78150, intends to solicit and award a sole source firm-fixed-price contract to MLC CAD Systems, (authorized TX reseller). The action will be executed in accordance with Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items and 13.5, Simplified Procedures for Certain Commercial Items, under the authority of Air Force FAR Supplement (AFFARS) 5313.501 - 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901).  See attached redacted Sole Source Justification for additional details.

The requirement is to provide the following: CLIN 0001: the purchase of Subscription Renewal, Pro-rated to match existing annual software maintenance and support for seven (7) seats/licenses of Mastercam Computer-Aided Design/Computer-Aided Machining (CAD/CAM) Software.

The 502 SFLSG/TDS, Trainer Development Squadron (TDS) requires an Annual Maintenance Contract for seven (7) seats of Mastercam CAD/CAM (Computer-Aided Design/Computer-Aided Machining) due for update/renewal.  The Mastercam software maintenance agreement provides for any technical support and required software updates/patches as they become available. The 502 TDS has become more and more automated. The ability to fabricate parts utilizing Computer Numerically Controlled (CNC) equipment is 100 percent dependent on having reliable CAD/CAM software to maintain production and production can be significantly impacted if software maintenance is not maintained. Mastercam is the industry standard and the technology is state of the art. Mastercam is the software that is being taught and utilized in the trade schools for apprentice machinist that are coming into the industry. Significant training costs (time and money) have been incurred to train our technicians to effectively utilize the current software.

This notice of intent is NOT a request for quote or proposal. However, interested parties may submit a narrative describing their capabilities and qualifications to fulfill the requirement via email to [email protected] with a copy to [email protected] no later than 12 March 2021 at 2:00PM Central Time. Any costs incurred in submitting a capabilities statement will not reimbursed by the Government. Additionally, the information received will be evaluated solely for the purpose of determining whether or not to conduct the procurement on a competitive basis. A determination by the Government not to open the requirement to competition, based upon the responses to this notice, is solely within the discretion of the Government.
