The Master Trainer is directly responsible to the Training Director (TD). She/He coordinates training activities in all Project Sectors and monitors the quality of the training program. The Master Trainer is tasked with the implementation of the Cross-cultural & Core Curriculum of Pre-service training, as well as the on-going training of short-term Technical Training staff. She/He conducts on-going reviews and suggests corrective actions to improve future training programs. Responsibilities prior to PST (Pre-service Training) include, but are not limited to: Ø Assist the Training Director in the development of the 11-week PST Calendar (COTE) in coordination with Program Managers, Language Coordinator and Technical Trainers. Ø Participate in interviewing candidates for Technical Trainers, Language Coordinators or other staff as needed Ø Research and identify ideal training communities in conjunction with Family Coordinator. Ø Review and revise the Cross-cultural, Common Areas and Personal Safety curricula. Will work as a team with PTO, TD, Program Managers, and PCMOs. Ø Assist TD in recruiting, monitoring, and when necessary, recommending termination of Technical Training staff. Ø Develop and manage the implementation of the TOT program for new Technical Training staff (topics: PC Policies, writing session plans/competency objectives, counseling, feedback, documenting key events, adult education methodology, etc.). Ø Coordinate on-going TOT with Language staff in conjunction with Language Coordinator. Ø Review Technical Trainers' preparations, i.e., learning agreements, competencies, calendar of events/sequencing, etc. Ø Assist the TD in planning and delivery of the orientation for the arrival of each training group. Ø Design and implement Core Curriculum component of Training (including cross-cultural themes). Ø With Program Managers' approval, contact PCVs as necessary to arrange for their participation in training events. Train all PCVs as appropriate prior to their participation in PST. Ø Maintain updated database (talent bank) on contacts/consultants for PST/ISTs and future candidates for Technical Trainers Ø Coordinate completion and photocopying of all technical training material, including the technical training manuals. Responsibilities during PST: Ø Assist the TD with the overall logistical planning of all training events. Ø Support TD in implementation of the Emergency Action Plan (for Trainees) as needed, including serving as Duty Officer for PST. Ø Monitor the work of the technical trainers. Ø Monitor PCT's progress throughout PST (with input from LCFs & Tech. Trainer) Ø Present the weekly training schedule to the group every Monday. Ø Write up, distribute and tally bi-monthly PST Evaluations. Submit to TD. Ø Attend weekly Training Staff planning meetings Ø Coordinate the signing and delivery of all official documents needed for each PCT to be sent to PCO Ø Attend all Round Table meetings during PST. Ø Attend Tech. Training sessions. Give appropriate feedback to trainers based on observations of sessions. Ø Ensure that all scheduled meetings (requisitions, reservations, integration of training, travel) are taking place and meeting training requirements and needs. Ø Assist in all aspects of the Counterpart Orientation. Ø Coordinate with Medical office re: training sessions, materials, and medical assistance PCTs may need. Ø Coordinate with Executive Secretary the logistics for Swearing-in (Security check, transportation, PCV speech, etc.) Responsibilities post PST Ø Submit written final report to TD focusing on Technical and Core Curriculum Training at the end of each PST cycle. Ø Complete a written evaluation of each Technical Trainer at the completion of his/her contract. Deliver evaluations to TD. Ø Participate in round table discussion with PTO, CD and Programming Staff (APCDs, PTS, Coordinators) to review the completed cycle Responsibilities outside of PST Ø Coordinate the planning and implementation of two Program and Design Seminars for PCVs and contacts Ø Participate in COS workshop in PST evaluation and planning session Ø Other activities as needed Required Qualifiactions · Minimum of Bachelor's degree · Ability to lead, manage, build and participate in diverse, multi-cultural teams to achieve results · Knowledge current adult learning methodologies, including criteria based referenced testing · Oral and written fluency in English and Spanish · Basic understanding of Guarani · Ability to research, design, deliver and evaluate a multi-component training program for adults. · Knowledge of grass roots development training approaches · Ability to facilitate trainings for up adults in groups of up to 50 · Knowledge of Paraguayan culture, institutions and development needs · Ability to write technical reports and manuals · Must be computer literate and proficient in Microsoft Office products. · Ability to travel in-country up to 20% of the time Security background clearance. A background security investigation will be required. The contract award will be subject to the contractor's successful completion of a background security investigation. Physically fit to work in an overseas environment. The contract award will be subject to the contractor passing a physical examination. Contractors must be registered in the Central Contractor Registration before being awarded a Federal Government contract.
