THIS IS A SOURCES SOUGHT NOTICE ONLY-MarketSurvey-Construction-PA-4.15. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. The response to this notice will be used to determine the availability of interested small businesses when considering whether an anticipated solicitation for construction projects in Pennsylvania may be set aside for any of, or a combination of the following groups:

  - firms owned and operated by a Service Disabled Veteran,  

  - firms certified by SBA as HubZone Businesses,

  - firms enrolled in the SBA 8(a) Business Development Program, 

  - firms owned and operated as a Woman Owned Business.

Anticipated contracts will be procured utilizing negotiation procedures as described in FAR PART 15. Interested firms meeting the above criteria, ie., HUBZone, Woman Owned Small Businesses, 8(a) or Service Disabled Veteran Owned Small Businesses contractors should notify this office by email on or before April 15, 2015, 12:00pm, Eastern Time of their interest. Interested firms must possess the applicable licensures to perform work in PA. The following information is requested in your response: (1) Completed Notice of Interest Form as attached which includes:  Identification (including name, address, phone number, email address and DUNS number (2) Past Experience - Provide three to five descriptions of projects substantially complete or completed within the last five years that demonstrate recent past construction experience as a Prime Contractor or indicate work performed as a subcontractor for projects you deem best represent your firm's capabilities.  (3) For each project experience provided, forward the attached questionnaire to the Project Manager and/or Building Owner to complete and submit to [email protected] via email with the subject line: RefChek-INSERT Your Company Name Here-PA-4.15. Please encourage references to complete questionnaire on your behalf as thorough as possible and submit by April 15, 2015, 12:00pm, Eastern Time.

No extensive marketing paraphernalia is required at this time. Interested firms should submit an email with the subject line:  MarketSurvey- INSERT Your Company Name Here -PA-4.15, along with the above requested information to Celeste Dow, Contracting Officer,  [email protected] by April 15, 2015, 12:00pm, Eastern Time. 

IMPORTANT NOTE:  This is NOT a request for proposal and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions, giving maximum consideration to the small business socio-economic categories based upon industry input. No reimbursement will be made for any costs associated with providing information in response to this announcement OR any follow-up information provided. All interested sources must respond to future solicitation announcements separately from responses to this market survey.
