The purpose of this study is to support development and implementation of a new technology infrastructure that will provide depository libraries with an effective suite of tools and services, in support of LSCM programs. The overarching goal of the new system is to enhance public access to information; it is hoped that this will be achieved by improving and supporting the work processes of depository librarians, making it possible for them, in turn, to be more effective in providing  services to their users.

In order to develope an usable and supportive system for depository librarians, the Government Publishing Office ("GPO") seeks to conduct an operational workflow study of the practices of these librarians and those who work with them, including acquisitions, cataloging and technical staff. The ethnographic study will be designed to capture information about the work practices of depository libraries.
