The proposed acquisition covers a requirement for the Marine Corps Unisex Dress Gloves, Product Group Code: 03250.  The gloves are to be made in accordance with specification CR/PD 02-06D, dated 12/30/13.

The requirements will be solicited under an Indefinite Delivery-Indefinite Quantity, Firm-Fixed Price Type Contract with a Base Year and Three 1-Year Option Terms.  The acquisition will be totally set-aside 100% for small businesses.

Total order quantities for each term (base and options) will be an annual estimated quantity of 42,420 pairs and an annual minimum quantity of 16,968 pairs.  The acquisition will have a stated not to exceed contract (for a 4-year period ) limited/maximum quantity of 237,552 pairs.

The solicitation will be procured in accordance with FAR Part 15.  Low Price Technically Acceptable will be the Source Selection Method for the acquisition.  The evaluation factors will be: 1) Terms & Conditions and 2) Product Demonstration Model (PDM). 


Delivery is FOB Destination to Travis Association for the Blind located in Austin, TX.  Inspection & Acceptance are at Origin.  Production lead-time is 120 days for each delivery order.  Orders will be issued on a quarterly basis with 3 incremental monthly deliveries.  
 

Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.  The solicitation will be posted on the DLA Internet Bid Board System (DIBBS) home page at:
https://www.dibbs.bsm.dla.mil/.  It is anticipated that the solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after November 20, 2019.

Please note that ALL material used in the fabrication of this item shall be furnished by the successful offeror.  This solicitation contains DOMESTIC RESTRICTIONS, which means all components and all manufacturing must be obtained/performed within the United States.  The Defense appropriations and authorizations acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services.  Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
