The U.S. Army Corps of Engineers (USACE) intends to award a sole source fixed-price purchase order to Mapbox Inc. for access to their Mapbox Premium Plan. Mapbox is the creator of the source code and the sole contractor for the Mapbox brand name software and support, inclusive of its unique features, abilities, maintenance upgrades and copyrights. Mapbox is an open source mapping platform for custom designed maps. It provides background street maps, satellite imagery, physical maps, and boundary maps for a variety of mapping applications. Mapbox's APIs and SDKs are the building blocks to integrate location data into any mobile or web application. Mapbox can be utilized for asset tracking, and is also available for private encrypted map use. Mapbox can handle more than 2,400 geocode requests per minute, manage terabytes of map data, and support more than 5,000,000 map views per month. The Premium license allow for up 1,000,000 map views per month or 200,000 mobile users per month. Mapbox maps can be used as foundational background and cartography for a majority of the U.S. Army Corps of Engineers existing web-based mapping platforms. No competition is being sought. While there is other map design software available in the marketplace: imapbuilder.com, smartdraw.com, and maptive.com, for example; these sources will not meet IWRs needs because they do not provide the level of map detail and diversity required by IWR. The aforementioned sources are not capable of full customization and/or integration to desktop and mobile applications. Some of the alternate sources are not compatible with DoD IT networks and protocols. Mapbox does not sell this software through distributors.
The period of performance begins on 01-JULY-2019 and lasts for one year. The award will include two option years.
This is a special notice prepared in accordance with the format in Federal Acquisition Regulation (FAR) 5.2 Synopses of Proposed Contract Actions. A solicitation will not be posted. However, any firm that believes it can meet this requirement may give written notification to the Contracting Officer within 15 days of publication of this announcement. Supporting evidence must be in sufficient detail to demonstrate the ability to comply with the requirement. Responses received will be evaluated; however, a determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government. The U.S. Army Corps of Engineers intends on proceeding with awarding a fixed price purchase order to Mapbox, Inc.
