This is a combined synopsis/solicitation for commercial items prepared IAW the format in Subpart 12.6, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; proposals are being requested and a written solicitation WILL NOT be issued.  The solicitation number is:  SP4705-11-R-0006.  This solicitation is a request for proposal.  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-27.  This solicitation is unrestricted.  The NAICS code for this acquisition is 541519 and the size standard is $25 million.  In order for contractor to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR).  Contractors can access the CCR for free at http://www.ccr.gov.  This acquisition is estimated at $759,673.42.  This notice is to obtain Manugistics, brand name, Software Maintenance for the Defense Logistics Agency, Fort Belvoir, VA for a period of fifty-two (52) days.  See attached Justification and Approval.  Description of Requirement (s) include:  Demand Management, JDA Enterprise Architecture, Supply Management, JDA Transportation and Logistics Management, and Collaboration Management.  All interested parties shall submit proposals to James Dennis by email at [email protected].  No telephonic responses will be accepted.  Date/Period of Performance is December 11, 2010 - January 31, 2011.  The provision of FAR 52.212-1, Instructions to Offerors--Commercial, applies to this acquisition.  The Government will award a contract resulting from this notice to the responsible offeror whose offer conforming to this solicitation will be most advantageous to the Government.  Offerors proposal will be evaluated using lowest price technical acceptance methodology.  Offerors shall include a completed copy of the provision of FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, with its offer.  FAR 52.212-4, Contract Terms and Conditions--Commercial Items, applies to this acquisition, which if any, of the additional FAR clauses cited in the clauses are applicable to the acquisition.  OFFERS OR RESPONSES ARE DUE TO THIS OFFICE:  December 10, 2010 @ 4:00 pm.
