The 439th Contracting Office Westover ARB intends to award a sole source, firm fixed price contract to Katadyn North America. 6325 Sandburg Road, Minneapolis, MN 55427; for the testing, inspection, and service (to include parts) for Manual Reserve Osmosis Desalinators (MRODs) Units, model 35 LA1. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Telephonic inquiries will not be accepted. This is not a request for competitive proposals. The decision not to compete this requirement is within the discretion of the Government. Any response to this notice must provide clear and convincing evidence that competition would be advantageous to the Government in future procurements. Interested parties may identify their interest and capability to response to the requirement or submit proposals. All proposals received by the appointed due date will be considered by the Government. A determination by the Government not to compete with this proposal based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
The justification for the sole source requirements as follows:
KATADYN NORTH AMERICA, is the only company that can perform repairs on MROD equipment  MROD 35 LA1. The service includes: Salt water flush and pressure test; fresh water flush and biocide dip, repair internal leaks and replace seals. Rebuild pump as needed. Rebuild internal leaks and replace seals. Replace membrane as needed, install new hoses and and clean unit as needed. Visually inspect, repackage, and provide return transportations. Units are restore to meet original specifications. Service repairs (quantity 64 each) and commence on 01 April 2012 through 30 March 2013. If the equipment was to breakdown and they were not at our disposal, it would adversely affect the misson. Award shall be made in the aggregate all or none.
