This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

The solicitation number is W912SV-19-R-0012. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective 19 January 2017.

This is a full and open acquisition with the associated NAICS code of 721214 with a size standard of $7,500,000. This synopsis and solicitation is for a base year plus 4 option year contract for a Child and Youth Program that consists of two separate weeks of 5 day, 4 night overnight co-ed adventure camp in Massachusetts. The contractor shall adhere to the additional requirements in the attached performance work statement.

FAR 52.217-9 is incorporated in full:


(a) The Government may extend the term of this contract by written notice to the Contractor within 60 DAYS; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.

(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 5 years.

(16) Description - The Massachusetts National Guard Child and Youth Program will provide two 5 day, 4 night, overnight co-ed adventure summer camp experiences for the Massachusetts National Guard (MANG) children and youth with qualifying housing and dining facilities. The camp shall gather military children and youth from around Massachusetts to assist them in making connections and developing a peer group with other military youth through shared adventure experiences in a traditional camp environment. The camp shall provide a fully staffed, fairly remote, outdoor/nature-oriented summer adventure camp for children and youth of the Massachusetts National Guard Child and Youth Program. There will be 36 campers along with 2 counselors and 2 leaders for each week. Camp must have American Camper Association Accreditation. This will be a base plus 4 option year contract with each year the camp holding 2 summer sessions in the month of July.
