ADVERTISEMENT FOR BIDS (AFTER PREQUALIFICATION) Subject to conditions prescribed by the University of California San Diego, sealed bids for a CM at Risk contract are invited for the following work: MANDEVILLE ART GALLERY RENOVATION UNIVERSITY OF CALIFORNIA SAN DIEGO Project Number: 5329/963380 Description of Work: The project will include approximately 3,038 SF of interior renovation and an exterior upgrade to the existing Mandeville Art Gallery located on the west end of the Mandeville Center. The interior renovations to the 2,800 SF gallery space will include a new individually controlled lighting system for art, new HVAC system including humidity controls, new acoustical ceiling treatment, new entry doors and storefront system and a refresh of the interior finishes to support campus and regional art installations. The two adjacent restrooms that serve the gallery will be reconfigured into two single occupancy rooms with all new finishes, fixtures and lighting to comply with the current UCOP gender inclusive and accessible regulations. The exterior renovations will include a new free standing steel frame structure with a high performance coating that will wrap the main entry on three sides and act as a front porch and pre-function space to the gallery. The structure will support a translucent stainless steel media mesh that is interwoven with led lighting that can display static and dynamic images in unlimited colors across its surface. Electrical infrastructure will be provided along the bottom edge of the structure to provide entry lighting and a place for future lighting that could be used for performances or exterior gallery space. A three piece Teflon coated shade structure will extend from the top of the steel to the building wall providing shade to the existing sculpture deck. Project duration is 370 calendar days (230 Preconstruction Days and 140 Construction Days). Procedures: Bidding documents will be available at 4:00 PM, THURSDAY, NOVEMBER 7, 2019. Level II Interviews will be conducted on TUESDAY, DECEMBER 10, 2019. A schedule and supplemental interview information will be provided in the Interview Documents (issued under a separate cover). Bids will be opened at: 10:00 AM, WEDNESDAY, DECEMBER 11, 2019, at the address above in the Large Conference Room (Suite 466). Mandatory Pre-Bid Project Site Visit. A mandatory pre-bid project site visit will be conducted on WEDNESDAY, NOVEMBER 13, 2019, beginning promptly at 11:00 AM. Only those bidders who participate in the pre-bid project site visit, in its entirety, will be allowed to bid on the project. Participants shall meet at the main entry of the Mandeville Gallery (University Art Gallery), located at the west end of the Mandeville Center. Bidders shall come prepared with questions concerning needed clarifications and shall only send their project manager, superintendent, or other construction professional intended to work on the project to attend this meeting. Bid Security in the amount of 10% of the Anticipated Contract Amount shall accompany each Bid. The surety issuing the Bid Bond shall be, on the Bid Deadline, an admitted surety insurer (as defined in California Code of Civil Procedure Section 995.120). The lowest responsible bidder will be selected on the basis of the best value to the University. The objective criteria and methodology used to determine Best Value are described in the Bidding Documents. The best value to the University is the selection resulting in the best combination of price and qualifications. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage rates at the location of the work. The successful Bidder will be required to have the following California current and active contractor's license at the time of submission of the Bid: License B – General Building Contractor. Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. ALL CONTRACTORS AND SUBCONTRACTORS MUST BE REGISTERED WITH THE DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) AT BID TIME. Contractors and subcontractors on all public works projects must use the DIR’s upgraded electronic certified payroll reporting (eCPR) system to furnish certified payroll records (CPRs) to the Labor Commissioner. No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Bidder shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage ($15 per hour as of 10/1/17) and shall comply with all applicable federal, state and local working condition requirements.
