The Wisconsin Department of Health Services (DHS), hereinafter referred to as “DHS”, is seeking bids for Managed Care Auditing: Quality of Care External Quality Review (EQR) under the CMS Medicaid and CHIP Managed Care Final Rule, from a certified Independent Public Accounting (IPA) firm, and intends to use the results of this process to award a Contract. This is a re-bid of RFB S-0674 DMS-18. Auditing services will be used by DHS Bureau of Fiscal Management (BFM) for EQR audits to review State Fiscal Years (SFY) 2019, 2020, 2021, 2022, 2023 and 2024. Approximately six MCO’s or PIHP’s will be audited annually. See Appendix 1 for the Audit Schedule. The Wisconsin SFY runs from July 1 through June 30. All audits under this RFB are to be conducted within an eight (8) month period after the start of that fiscal year. The initial Contract term commences August 1, 2018 and concludes June 30, 2019, with the final report for the 2019 fiscal year due April 20, 2019. If the optional renewals in the Contract term are utilized, the resulting Contract extensions would extend the Contract based on State Fiscal Year (SFY) terms to 2020, 2021, 2022, 2023 and 2024.
