Miniature Air Launched Decoy Jammer (MALD-J) Increment II risk reduction activities, prototyping and contractor competitive down-selects of a supplier for upgrades to the jammer module. The risk reduction program will develop new jammer techniques and a jam resistant Integrated Guidance and Navigation System to handle the additional jammer power output. This 36 month Technology Development Phase will include initial ground testing, captive flight testing, and a free flight demo.
The MALD-J is an expendable unmanned air vehicle deployed from an F-16 fighter or B-52 bomber aircraft at standoff ranges to penetrate enemy airspace to stimulate, decoy, confuse, jam and/or saturate an enemy integrated air defense system to enhance aircrew survivability during combat operations. The only known responsible source that can satisfy these requirements is Raytheon Missile Systems (RMS) the original MALD producer and sustainment provider because it solely possesses the critical vehicle information and qualified vehicle design to meet Government's requirements. No Technical data package is available from the government. FAR 5.207(c)(15)(ii) requires that all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
